THE NEXT PART FOCUSES ON THE SPECIAL TROUBLES BESETTING THE COURTS. THE THIRD AND FOURTH SECTIONS PUT FORTH THE VIEWS OF THE JUSTICE AND LAW-AND-ORDER MODELS, RESPECTIVELY. THE FINAL SECTION LOOKS TO THE FUTURE AND EXAMINES THE KINDS OF REFORMS CURRENTLY PROPOSED OR GOING INTO EFFECT.
