RECOMMENDATIONS ARE REPORTED FROM A COMMITTEE OF INQUIRY ON NEGOTIATING MACHINERY AND PAY FOR POLICE IN THE UNITED KINGDOM.
Abstract
THE EXISTING STATUTORY NEGOTIATING BODY FOR POLICE WORKING CONDITIONS AND PAY IS THE POLICE COUNCIL FOR THE UNITED KINGDOM, WHICH CONSISTS OF AN 'OFFICIAL SIDE' REPRESENTING THOSE WHO ACT AS EMPLOYERS AND A 'STAFF SIDE' REPRESENTING THE VARIOUS POLICE ORGANIZATIONS. THE MEMBERS ARE APPOINTED BY AND REPRESENT THOSE BODIES COMPOSING THE COUNCIL. THE CHAIRMAN OF THE COUNCIL IS ELECTED ON AN ANNUAL BASIS ALTERNATELY FROM THE OFFICIAL AND STAFF SIDES. THE COMMITTEE OF INQUIRY PROPOSES THE INTRODUCTION OF AN INDEPENDENT CHAIRMAN AND SECRETARIAT SO AS TO AVOID PAST SUSPICIONS AND HOSTILITIES GENERATED BY PERCEPTIONS OF A BIASED COUNCIL LEADERSHIP. A REVIEW BODY SYSTEM WAS REJECTED IN FAVOR OF CONTINUING THE EXISTING COLLECTIVE BARGAINING SYSTEM. THE PRESENT PROHIBITION AGAINST POLICE STRIKES IS AFFIRMED. IT IS RECOMMENDED THAT NATIONAL RATES OF PAY CONTINUE THROUGHOUT THE UNITED KINGDOM. HOWEVER, PROVISIONS ARE PROPOSED FOR REGIONAL VARIATIONS AND ALLOWANCES. THE ANNUAL UPDATING OF PAY SCALES IS RECOMMENDED TO BE DONE IN ACCORDANCE WITH CHANGES IN THE INDEX OF AVERAGE EARNINGS IN THE PREVIOUS YEAR. THE PAY SCALE FOR CONSTABLES IN PROVINCIAL FORCES IS SUGGESTED TO BE FROM 3,000 POUNDS TO 5,700 POUNDS ANNUALLY. PAY SCALES FOR SUPERINTENDANTS AND CHIEF SUPERINTENDANTS SHOULD BE FROM 9,800 POUNDS TO 10,550 POUNDS AND 10,800 POUNDS TO 11,500 POUNDS, RESPECTIVELY. THE APPENDIXES CONTAIN MATERIAL BEARING UPON THE COMMITTEE'S DELIBERATIONS AND RECOMMENDATIONS. (RCB)
