This manual presents coding instructions, study instruments, control cards, and a descriptive summary for a study of the delivery of police services in selected neighborhoods of Rochester, N.Y.; St. Louis, Mo.; and St. Petersburg, Fla.

Abstract

The performances of differently organized police agencies were compared as they delivered services to different sets of comparable neighborhoods. Variables include the number of encounters, number of contacts with other officers, number of contacts with nonpolice support units, characteristics of specific encounters, and citizen satisfaction. The dataset consists of 19 files, and 3 are currently available.
