This program announcement for the Advanced State Award Program under the National Criminal History Improvement Program provides the information necessary to apply for a grant designed to assist States in the identification of persons other than felons who are prohibited from purchasing firearms under Federal law.

Abstract

The focus of the Advanced State Award Program is on the provisions, other than those that pertain to disqualified convicted felons, of 18 U.S.C. Sec. 922(g) and (n), as amended by the Violent Crime Control Act of 1994, for which relevant data are available in State and local databases. Applications for funding under the Advanced State Award Program should focus on one or more of the specified categories of persons prohibited from purchasing firearms. These categories are anyone who is an unlawful user of, or addicted to, any controlled substance; anyone who has been adjudicated as a mental defective or been committed to a mental institution; anyone who is an alien and is illegally or unlawfully in the United States; anyone subject to any court order that restrains them from threatening or committing acts of domestic violence or abuse; and anyone under indictment for an offense punishable by imprisonment for more than 1 year. The objective of the Advanced State Award Program is to build a body of knowledge on the access and retrieval data on these categories of prohibited persons for use by all the States; applicants should not focus exclusively on benefits to their own State. Guidance for grant applicants encompasses eligibility criteria, allowable costs, completing the application, selection criteria, the maximum dollar amount for which a State may apply, when to apply, and when awards will be made.
