This report presents the Department of Justice, Office of the Inspector General’s (OIG’s) audit of Victims of Crime Act (VOCA) funding received by the Montana Board of Crime Control (Montana BCC). The funds were awarded by the Office for Victims of Crime (OVC) and were implemented by Montana BCC’s crime victim assistance program. The OIG audit assessed performance in the following areas of grant management: grant program planning and execution; program requirements and performance reporting; grant financial management; and monitoring of subrecipients. The report lays out the analysis criteria, and provides detailed discussion regarding the results of the audit, which cover the following areas: program planning and execution, including subaward allocation plan, selection process, and requirements; monitoring subrecipients, including the monitoring type and frequency, nature and scope of monitoring, subaward expenditures, subrecipient single audit requirements, and performance data and reporting; grant financial management; and conclusions and recommendations.
