This Action Plan is designed to provide a framework and strategy for action to address the problem of juvenile violence that faces communities, their youth, and the juvenile justice system.
Abstract
This plan for local, State, and Federal action is an eight- point statement of objectives and strategies that are designed to strengthen State and local initiatives to reduce juvenile violence and to increase the capacity of the juvenile justice system to respond to and prevent delinquency. One objective is to provide immediate intervention and appropriate sanctions and treatment for delinquent juveniles. A second objective is to prosecute certain serious, violent, and chronic juvenile offenders in criminal court; and a third objective is to reduce youth involvement with guns, drugs, and gangs. The fourth objective is to provide opportunities for children and youth; and the fifth objective is to break the cycle of violence by addressing youth victimization, abuse, and neglect. Another objective is to strengthen and mobilize communities. Remaining objectives are to support the development of innovative approaches to research and evaluation and to implement an aggressive public outreach campaign on effective strategies to combat juvenile violence. Each section of the Action Plan addresses one of these objectives and includes a set of actions based on research, evaluated programs, and successful strategies. 21 figures and appended matrix of technical assistance resources, reports of selected commissions and task forces, program catalogs and directories, and an extensive annotated bibliography
