Annotation

The purpose of this guide is to provide strategies for correctional agencies to use in complying with the language-access requirements of Standards for implementation of the federal Prison Rape Elimination Act of 2003 (PREA).

Abstract

PREA Standards include a requirement that correctional agencies ensure meaningful access to all PREA-related programs, services, and information by incarcerated people who are limited English proficient (LEP). This guide describes what language access involves and why it matters. It also outlines steps for how correctional agencies can develop language-access plans and engage interpreters and translators according to LEP PREA requirements. These requirements are the same for all types of correctional facilities. This guide should be used in tandem with other resources for complying with PREA requirements related to people with disabilities and hearing handicaps. By following the steps outlined in this guide, correctional agencies will be able to plan and implement language access in ways that promote safety and achieve compliance with the PREA standards, as well as guide a more comprehensive effort to provide services for LEP persons managed in the criminal justice system.
