This is the executive summary of a report on the training and technical assistance (TTA) provided by the U.S. Justice Department's Office of Justice Programs' (OJP's) Diagnostic Center in response to the request of the Albert Lea (MN) Police Department (ALPD) for help in determining the scope of human trafficking for sexual purposes by identifying indicators and building the ALPD's capacity to use data-driven solutions to address sex trafficking.

Abstract

The Diagnostic Center collected data from seven sources to determine the potential scope of sex trafficking in Albert Lea. After reviewing global, national, State, and regional data pertinent to sex trafficking, The Diagnostic Center concluded that State and regional analyses show the presence of factors associated with sex trafficking in close proximity to Albert Lea; and Albert Lea is located in an area from which a high volume of calls is received by the National Human Trafficking Resource Center. The proximity of Albert Lea to major transportation networks and communities with known human trafficking incidents indicates a possibility of sex trafficking. The Diagnostic Center determined that sex trafficking is a complex, emerging issue that requires the establishment of partnerships with community based agencies. It identified data-driven and evidence-based practices that align with ALPD's potential sex-trafficking issue. The Diagnostic Center developed a map of recommendations for building the capacity to identify the potential of sex trafficking in Albert Lea. The recommendations are to 1) implement methods for collecting data on indicators; 2) improve the law enforcement response; 3) build community capacity; and 4) improve data sharing.
