This program announcement describes the procedures for applying for continuation funding under the Bureau of Justice Statistics' National Criminal History Improvement Program (NCHIP).

Abstract

The NCHIP program assists States in improving the accuracy, completeness, and interstate availability of criminal history records; in identifying and flagging records of persons convicted of domestic violence offenses, including stalking and related protective orders; and in developing interfaces between State record systems and the interstate systems operated by the FBI. The latter include the National Instant Criminal Background Check system (NICS), the Interstate Identification Index (III), the Integrated Automated Fingerprint Identification System (IAFIS), and the FBI's Sex Offender Registry and National Protection Order file. Starting in fiscal year 1999, activities formerly funded under the Bureau of Justice Statistics' National Sex Offender Registry Assistance Program (NSOR-AP) will also be funded from the NCHIP appropriation. The goal of the NSOR-AP program is to assist States to establish and upgrade the operation of State sex offender registries and to interface these registries with the FBI's National Sex Offender Registry. This will ensure that accurate and complete information about released sex offenders is appropriately made available to protect the public and prevent further victimization. The fiscal year 1999 appropriation for the overall NCHIP program is $45 million. This announcement is one in a series. More recent announcements may be available.
