The goal of the NCHIP grant program is to improve the Nation's public safety by facilitating the accurate and timely identification of persons who are ineligible to purchase a firearm; ensuring that persons with responsibility for child care elder care, or care of the disabled do not have disqualifying criminal records; and enhancing the quality, completeness, and accessibility of the Nation's criminal history record systems. The grant program implements the grant provisions of the Brady Handgun Violence Prevention Act and the National Child Protection Act of 1993, along with those provisions of the Omnibus Crime Control and Safe Streets Act of 1968, as amended, and Violent Crime Control and Law Enforcement Act of 1994 that pertain to the establishment, maintenance, or use of criminal history records and criminal record systems. This program announcement describes procedures applicable to awards to be made under the NCHIP program during fiscal year 1995.
