This Guide is the primary reference for the financial management of grant awards received from the U.S. Justice Department's Office of Justice Programs (OJP), which provides Federal leadership in developing the Nation's capacity "to prevent and control crime, administer justice, and assist crime victims."
Abstract
The guide is intended to assist grant recipients in fulfilling their fiduciary responsibility to safeguard grant funds and ensure funds are used for the purposes for which they were awarded. It contains laws, rules, and regulations that affect the financial and administrative management of an award. References are provided for underlying laws and regulations to the extent possible. The guide first defines "direct recipients" of awards and award "sub recipients," as well as "individuals" who work for a direct recipient or sub recipient and "contractors." Resources pertinent to the financial management of awards are also outlined under the Guide's "general information." Major sections of the Guide address preaward requirements, postaward requirements, and organizational structure. Appendixes contain acronyms, a glossary, a sample award document and a sample Federal Financial Report Form (SF-425).
