The Prescription Drug Monitoring Program Training and Technical Assistance Center (PDMP TTAC) reports 2020 data and 2021 features of the Illinois state Prescription Drug Monitoring Program (PDMP).
The anacronym for the Illinois PDMP is PIL, and it is administered by the Department of Human Services. In 2020, Illinois had a state population of 12,822,739, and there were 65.401 DEA-registered prescribers and 2,240 DEA-registered dispensers. A total of 19 types of reports are produced by the Illinois PDMP. Funding for the PDMP in 2021 came from a BJA grant and a CDC grant. Two employees perform operational tasks; nine perform technical tasks; one performs analytical/epidemiological work; and two employees perform other tasks. Data on PDMP policies and procedures address key dates in PDMP development and information for accessing relevant statutes and rules that pertain to PDMP responsibilities and procedures. Miscellaneous PDMP capabilities are noted. There is a data retention policy that requires all information to be purged. Training in the features and policies of the PDMP are available for prescribers and dispensers, and training is required before prescribers and dispensers can use the PDMP. Enrollment in the PDMP is automatic with license renewal or application. Law enforcement personnel must be involved in an active investigation and show probable cause for accessing PDMP data. Access is through a written request for data. The minimum data elements for a query are a patient last name, first name, and date of birth. PDMP enrollment is required for prescribers, who must comply with enrollment mandates. PDMP policies for veterinarians are provided. Data monitoring encompasses substances in Schedules II-V, with the authority to monitor other substances.
