This report specifies the requirements that a certification body must satisfy in order to act as a product certification body for purposes of NIJ Standard-0117.00, Public Safety Bomb Suit Standard.
Abstract
Accreditation requirements are specified for certification bodies to help ensure consistent application of NIJ Standard-0117.00 and this document; establish uniformity in the certification-body accreditation process; and provide transparent criteria for the operation of certification programs and accreditation of product-certification bodies. After outlining general requirements, procedures for the initial determination of compliance are indicated. The procedures of inspection, audit, and testing are specified, followed by a statement of the requirements for a certified model listing of applicable models, including a Web-based posting. The requirements of a listing are indicated. Regarding the labeling and marking of a product, this report instructs the certification body not to authorize suppliers to use any mark of conformity or reference to the certification body on any product other than a certified product. The certification body is required to have a surveillance program for compliant models, in order to determine continued compliance; minimal standards for a surveillance program are indicated. In addition, the certification body shall require the supplier to be certified or registered to ISO 9001 with respect of manufacturing public safety bomb suits. Other management requirements for suppliers of public safety bomb suits are also indicated. Requirements are also outlined for reports of noncompliance, lack of fitness for the intended purpose, failure in use, or safety issues.
