his letter was sent by a representative of the U.S. Justice Department to Tribal law enforcement agency (LEA) leaders, inviting them to participate in an upcoming consultation at the Annual Convention of the National Congress of American Indians (October 2015), during which the Federal Interagency Law Enforcement Equipment Working Group will consult with Tribal LEA leaders about the scope and specifics of recommendations that the Working Group will present to President Obama in May 2015 regarding the implementation of Executive Order (EO) 13688, "Federal Support for Local Law Enforcement Equipment Acquisition."
Abstract
The purpose of the consultation is to ensure that before the Working Group's recommendations are implemented, Tribal LEAs will be prepared to comply with the requirements triggered by potential changes in Federal regulations for the Federal transfer or funding of equipment used by Tribal, State, and local LEAs. A focus of the consultation will be regulations applicable to "controlled" equipment, i.e., federally transferred or funded equipment stipulated to be used only under the conditions and protocols approved by the Federal Government.
