The Drug Control and System Improvement Formula Grant Program, established to provide Federal aid for State and local drug control programs, is evaluated.
Abstract
A primary component of the program is the requirement that recipients create a State strategy for controlling drug-related crime. The Federal-State relationship in this program and strategies States must develop to receive Federal aid are discussed. Strategic planning processes States must establish are described, State strategies are evaluated, and State reactions and responses to the program are examined. Recommendations are offered on how strategic planning processes can be improved. Data collection methods used to evaluate the program are detailed. Although data resulting from the analysis are tabulated separately, a data completeness report, a codebook, and the study instrument are included. 1 reference and 8 tables
