This proposed 1984 national strategy for reducing drug and alcohol abuse in the United States involves prevention, law enforcement, international cooperation, medical detoxification and treatment, and research.
Abstract
Prevention efforts will enlist private citizens in expanded drug abuse awareness efforts, with particular attention to teaching elementary school children about the constructive handling of responsibilities and feelings. Law enforcement will coordinate Federal, State, and local resources to address the full spectrum of drug trafficking and related criminal activities. Law enforcement efforts will include financial investigations, asset forfeiture, drug interdiction and border control, and military support for drug law enforcement. Detoxification and treatment initiatives will address the development of less expensive, more effective treatment alternatives; the integration of drug and alcoholism treatment services into the general health care system; and the promotion of private-sector support for treatment programs. Research will continue to focus on the biological effects of mixing various drugs and alcohol, the development of chemical agents that will the development of chemical agents that will block a drug's psychological effects, and the identification of biological and psychological determinants of drug and alcohol abuse. The strategy will also encompass the development of drug and alcohol abuse prevention programs in the military services. Appendixes list Federal departments and agencies with drug abuse responsibilities and present the Federal drug abuse budget.
