This is the primary reference manual for grantees' financial management of awards received under the administration of the U.S. Department of Justice's (DOJ's) Office of Justice Programs (OJP), the Office on Violence Against Women (OVW), and the Office of Community Policing Services (COPS Office).
Abstract
These three primary grant-making components of the DOJ provide grantees with guidance on policy, financial control, and support services. As part of this effort, the 2015 DOJ Grants Financial Guide (the "Guide") assists grantees in fulfilling their fiduciary responsibility to safeguard grant funds and ensure they are used for the purposes for which they were awarded. The Guide serves as a reference for laws, rules, and regulations that pertain to the financial and administrative management of the grant. Any differences in the requirements of the three grant-making agencies are noted throughout the Guide. The Guide should be the reference tool for all award recipients and subrecipients, so as to ensure the effective daily management of an award. This 2015 Guide applies to all DOJ awards made after December 26, 2014. The 10 main topics addressed in the guide are financial management systems, allowable costs, unallowable costs, Federal financial reports, progress and performance reports, audit requirements, conference costs, inventory, accounting by approved budget category, and subrecipient monitoring. The Guide's main sections address pre-award requirements, post-award requirements, and organization structure.
