This paper examines the issue of child abduction by non-family members and proposes a response plan for law enforcement in California by the year 2000.
Abstract
It discusses the influence of historical background material, trend and events impacting the future, alternative scenarios, and a strategic plan for the future demonstrated in a hypothetical police agency. A support mechanism for developing technologies and resources is included. The discussion focuses on automated data systems, satellite training delivery, interagency protocols, and DNA identification. An additional transition management plan allows strategic implementation statewide, or the plan can be applied at local or State levels and in cases involving multijurisdictional investigations. Also included are a literature review, trend and event evaluations, forecasts, and additional data resources. 19 references
