The West Berlin juvenile treatment and detention facility, built in 1987 as an addition to an existing facility, is described.
Abstract
The new facility adds 327 beds to the existing 275. Officials anticipate offenders from East Berlin to arrive following completion of the reunification process. This extremely modern facility, headed by a highly qualified psychologist, includes a staff of 10 psychologists. Only 10 of the youths between ages 14 and 21 had been sentenced; the remainder were in detention status. Seventy-five percent of the population resides in this institution for about 18 months. The institution offers a full range of educational and psychological programs and 10 well-equipped vocational shops that provide training in 27 trades. After an initial diagnostic work-up youths are assigned to a treatment group of 20 according to their age and are placed in 1 of 3 categories based on an assessment of their criminal sophistication and treatment potential.
