This paper describes some of Bulgaria's measures to combat organized crime.
Abstract
Bulgaria constituted Courts of Appeal throughout the country and they are operating in addition to the Supreme Administrative Court and the Supreme Court of Appeal. Further efforts to strengthen the judicial system will include improving the qualifications of magistrates. The Common National Strategy to Combat Crime provides for modernization of the regulations and introduction of stricter penal responsibility with regard to corruption in all its forms. Bulgaria ratified the Organization of Economic Cooperation and Development's Convention for Combating the Bribery of Foreign Public Officials in International Business Transactions. The Bulgarian Ministry of the Interior has worked with the British Know-How Fund to establish a new system of uniformed regional police structure management. The Council of Ministers approved a Draft Agreement with the European Police Office for cooperation in combating organized crime, trafficking in drugs and money laundering. In addition, Bulgaria is actively cooperating with other nations to counteract transborder crime and reduce the conditions that bring about and encourage the various manifestations of organized crime.
