Abstract
THIS ARTICLE EXAMINES JUDICIAL DECISIONS, ADMINISTRATIVE RULINGS AND LEGISLATIVE ENACTMENTS ON THE RIGHT TO A SPEEDY TRIAL AND THE POWERS OF THE JUDICIARY TO ENFORCE THAT RIGHT BY RELEASE OF DEFENDANTS HELD BEYOND JUDICIALLY DETERMINED PERIODS. ALSO DISCUSSED IS THE ABILITY OF THE JUDICIARY TO COMPEL EXPENDITURES OF FUNDS TO INCREASE ITS EFFICIENCY.
