This report presents the Australian Capital Territory (ACT) Property Crime Reduction Strategy for 2004 through 2007.
Abstract
Section 1 describes the development of the ACT Property Crime Reduction Strategy, which was informed by a number of property crime research projects. During the development of the Strategy it became apparent that early intervention in the lives of at risk children was necessary to interrupt the patterns of crime that have plagued the Canberra area; early intervention strategies are described in the Canberra Social Plan. Section 2 describes key research findings related to burglary and motor vehicle theft, the two crimes that most threaten households across the ACT. Statistics are offered related to the prevalence, victims, and offenders of burglary and motor vehicle theft. Section 3 describes the strategic response to the rate of property crime in the ACT, summarizing the vision, principles, broad outcome, and objectives of the ACT Property Crime Reduction Strategy. Objectives for the program emerged around five themes: prevention programs designed for high-risk offenders, law enforcement, designing out crime, affordable safety and security, and schools as property crime victims. Section 4 presents the Action Plan of the ACT Property Crime Reduction Strategy, organized in table format by the five objectives. The Action Plan includes information pertaining to the areas of activities, actions with regard to those activities, legal partnerships needed to carry out actions, and milestones and targets for the activities. Section 5 states that the Crime Prevention Working Group will be responsible for implementing, monitoring, and evaluating the Strategy. Appendixes present accompanying research papers regarding property crime in the ACT. Tables
