Abstract
This handout contains information for individuals who are involved in developing a comprehensive model for addressing sexual abuse of youth in custody. The training objectives of the presentation are to understand what a comprehensive model to address sexual abuse of youth in custody includes, to identify each component of a comprehensive model, and to understand how components of a comprehensive model to address sexual abuse of youth in custody intersect. Information in the presentation covers the six main components of the comprehensive model to address sexual abuse of youth in custody. These components include policy, training, operational practices, law, leadership, and culture. Information is also presented on why a comprehensive model is important in juvenile settings. The reasons for the importance of a comprehensive model are climate and safety, staff/youth sexual activity, youth on youth sexual activity, mandatory reporting, more vulnerable population, and care networks. Finally, information is presented on how to begin to develop a comprehensive model. Such steps include appointing a PREA (Prison Rape Elimination Act) coordinator, outlining a blueprint for reform, incorporating lessons learned, thinking comprehensively about the big picture, going back to basics, addressing leadership, data collection, community outreach, staff training, and youth training.
