This investigative report provides an overview of the development, organization, and operation of the Dominican Republic criminal justice system.
Abstract
As part of the ILANUD and Agency for International Development (AID) project to improve the administration of criminal justice systems in Costa Rica, El Salvador, Honduras, Panama, Guatemala, and the Dominican Republic, the report concludes that although the system works as expected, there is much that can be improved. Part 1 introduces the study and its goals. Part 2 presents a political historical review from the Spanish colonial times of 1809 to the transition from dictatorship to democracy in 1988 and describes the political administration of the State. Part 3 details the legislative and executive power of the State, the Public Ministry, and the courts. Part 4 explains how the criminal justice system as a unit operates, while part 5 provides conclusions based on the norms, accessibility, independence, justness, and efficiency of the system. A subject indexed bibliography is appended.
