AN ANALYSIS OF THE OVERALL PROBLEMS OF THE ADMINISTRATION OF JUSTICE IN NORTHERN QUEBEC AND OF THE QUEBEC JUSTICE DEPARTMENT'S POLICY ON LAW ENFORCEMENT FOR THE CREE INDIANS AND ESKIMOS.
Abstract
RECOMMENDATIONS INCLUDE THE FOLLOWING: THE NATIVES SHOULD ACCEPT QUEBEC COURTS AND LAW ENFORCEMENT BEFORE THEY ARE FORCED ON THEM; A CIRCUIT COURT SHOULD BE ESTABLISHED SO NATIVES DO NOT HAVE TO JOURNEY OUT OF THEIR ENVIRONMENT; AND NATIVE POLICE SHOULD BE TRAINED TO REPLACE WHITE PROVINCIAL POLICE.
