Abstract
A PRETRIAL AGENCY RESPONSIBLE FOR CENTRALIZED ADMINISTRATION OF PRETRIAL STATUS ALTERNATIVES IS RECOMMENDED TO FACILITATE EVALUATION AND COMPREHENSIVE REFORM IN THE HANDLING OF PERSONS ACCUSED PRIOR TO TRIAL. GIVEN THE CURRENT EXISTENCE OF UNNECESSARY DETENTION, THE RESULTING IMPROVEMENT COULD LEAD TO THE RELEASE OF MORE PRETRIAL DEFENDANTS AND THE IMPOSITION OF MORE APPROPRIATE RESTRICTIONS WHILE COST AND FAILURE TO APPEAR RATE REMAIN AT ACCEPTABLE LEVELS.
