This paper discusses issues in the development of an efficient and effective system of administrative guidance and control for police agencies, a necessary aspect of minimizing acts of police deviance.
Abstract
The development of an efficient and effective system of administrative guidance and control can be achieved through adherence to sound management principles, the definition of authority and responsibility, the specification of accountability, stringent supervision, leadership, and specification of organizational direction. So as to ensure that administrative guidance and control occurs, the police chief executive should institute a formal directive system composed of both verbal and written directives. The verbal system consists of staff conferences and briefings that occur at all levels of the organization. The written directive system sets goals, defines policy, establishes procedures, and outlines the rules and regulations of the organization. Together, they provide guidance to police officers and establish a means of accountability. Although the need for written directives is generally acknowledged, rarely is there a clear conception of policy, procedures, and rules as they apply to particular organizational settings. Confusion predominates regarding the meaning of the terms as well as the role for such organizational guidelines. This paper discusses the definition of critical concepts, the role and purpose of written directives, limitations on organizational directives, and the evaluation of departmental directives, as well as administrative control and noncompliance of directives. 28 references and 5 study questions
