This training manual is designed to help administrative hearing officers (AHO's) in South Carolina become more competent in their discretionary decisionmaking.
Abstract
The administrative hearing process of South Carolina's Department of Probation, Parole, and Pardon Services is a model program in that it provides a vehicle for dealing with offenders who violate terms and conditions of community-based supervision in ways that allow for the least punitive official responses and yet promote community safety. The training manual for AHO's contains a series of modules, each of which has specific performance objectives. Training modules focus on corrections, probation and parole, the philosophy of administrative hearings, supervision condition violations, communications, interviewing and counseling, interrogation, conflict management, legal issues, decisionmaking, effective writing, and administrative hearing forms and operating procedures. While the training manual includes many subjects related to tasks and responsibilities of AHO's, learning is viewed as an experiential and incremental process. Therefore, the training manual is designed as an adjunct to the training of new AHO's while they participate in real administrative hearings.
