Abstract
The 25th annual report of the North Carolina court system is presented. The report provides an overview of the organization of the court system including its historical development, personnel, budget and the number of cases filed in the various courts. Superior Court filings increased 5.6 percent over 1988-89 filings while dispositions also increased by 9.8 percent. District court filings were down 0.8 percent from the previous year, the first such decrease since 1981-82. The total appropriation from the State General Fund for the operating expenses of the Judicial Department for 1990-91 was $205,610,446. Of this amount 14.1 percent was used for programs of indigent representation. Data is presented on a district-by-district and county-by-county basis on caseload inventory (filings, dispositions and pending) manner of disposition and ages of cases disposed of during the year and of cases still pending at the end of the year. Civil and criminal case data is presented separately. Legislative highlights of the year are listed. These included expansion of the nonbinding arbitration and custody mediation programs, authorization for the filing of pleadings and other court papers by facsimile, funding of additional prison facilities and changes in the maximum number of prisoners that may be housed in State prisons and putting the Administrative Office of the Courts in charge of the Community Penalties Program as well as increasing the definition of those offenders who would be eligible for the program. tables, graphs
