EXPLANATION OF PAROLE APPELLATE PROCEDURES, INSTITUTED IN OCTOBER 1972 FOR THE U.S. BOARD OF PAROLE'S PILOT REGIONALIZATION PROJECT, A PAROLE INNOVATION WHICH UTILIZES A TWO-STEP ADMINISTRATIVE APPEAL PROCESS.
Abstract
THE PROJECT INVOLVES FIVE FEDERAL INSTITUTIONS IN THE NORTHEASTERN UNITED STATES. LEVEL I APPEALS ARE MADE TO A PAROLE BOARD MEMBER DESIGNATED AS A REGIONAL DIRECTOR; FURTHER APPEALS, CALLED LEVEL II APPEALS, ARE MADE TO THE NATIONAL APPELLATE BOARD. SPECIFIC PROJECT INNOVATIONS INCLUDE EXPLICIT DECISION GUIDELINES, WRITTEN REASONS FOR PAROLE DENIAL, AND LIMITED REPRESENTATION AT HEARINGS. THE AUTHORS, BOTH NATIONAL APPELLATE BOARD MEMBERS, REVIEW THE APPEALS AND DECISIONS MADE AT BOTH LEVELS DURING THE FIRST 10 MONTHS OF THE PROJECT AND DISCUSS THE MINOR MODIFICATIONS MADE TO THE PROCEDURES BEFORE THEIR ADOPTION IN THE BOARD'S OVERALL REORGANIZATION PLAN.
