Abstract
LOCKUPS, SOLITARY CONFINEMENT, AND ADJUSTMENT CENTERS ARE REVIEWED IN DETAIL. WHILE THE COMMITTEE RECOGNIZES THE NEED TO SEGREGATE CERTAIN INMATES WHO POSE PHYSICAL THREATS TO OTHERS, IT DEPLORES THE LACK OF PROCEDURAL SAFEGUARDS IN THE SEGREATION CLASSIFICATION PROCESS AND THE PAUCITY OF REHABILITATIVE PROGRAMS AVAILABLE TO SEGREGATED INMATES. SAN QUENTIN STATE PRISON, FOLSOM STATE PRISON, DEVEL VOCATIONAL INSTITUTION, CALIFORNIA INSTITUTION FOR MEN, CORRECTIONAL TRAINING FACILITY, AND CALIFORNIA MEDICAL FACILITY PROVIDE SUBJECT MATTER FOR THE REPORT.
