A team approach to local prison management in New Zealand is proposed that includes a general manager and security, administration, and inmate service managers.
Abstract
Department managers should be involved in all major prison policy decisions. The importance of prison industry staff should also be recognized. All steps should be taken to insure that administrative and custodial staff work closely together and that staff are equitably apportioned. Although senior executive officers, prison industry officers, and other clerical staff do not have custodial and supervisory responsibility for inmates, they should be regarded as full members of the prison management team and be afforded status and authority accordingly. Certain administrative duties, such as inquiries and submissions on staffing and correspondence, should be carried out by administrative staff rather than by middle management. This would allow senior prison officers to carry out duties more appropriate to their roles and broaden the experience of administrative staff. Prison administrators and administrative staff should keep pace with computer and electronic communication developments to improve efficiency and administrative procedures.
