CORRECTIONAL INSTITUTIONS SHOULD BE ADMINISTRATED BY PSYCHIATRISTS WHO HAVE THE THERAPEUTIC APPROACH RATHER THAN PENOLOGISTS WITH THE CUSTODIAL APPROACH.
Abstract
SOUND CORRECTIONAL PROGRAMS INDICATE A NEED FOR A MORE THERAPEUTIC COMMUNITY. THE ORIENTATION OF MENTAL INSTITUTIONS FROM CUSTODIAL TO THERAPEUTIC, AS AT THE PATUXENT INSTITUTION, REQUIRES ADMINISTRATORS WHTH SUCH A BACKGROUND ORIENTATION. EMPHASIS IS ON TREATMENT AND NOT ON SECURITY, AND CORRECTIONAL TRAINING SHOULD EMPHASIZE THIS NON-PUNITIVE APPROACH. THE PREFERRED SMALL SIZE OF SUCH INSTITUTIONS AND THE COMMUNITY RELATIONS RAMIFICATIONS AND DIFFICULTIES ARE STRESSED.
