This paper reports on South Dakota's Adolescent Sexual Offender Service Delivery System.
Abstract
The South Dakota system includes: (1) Unified Judicial System, including the Court Services Department, which comprises 70 probation officers assigned across eight judicial circuits, whose primary role is to make referrals to the Adolescent Sexual Adjustment Program, participate in on-site staffing, and help to develop the aftercare program; (2) Department of Human Services, including the Division of Mental Health and the Division of Drug and Alcohol Abuse; and (3) Department of Social Services, including Child Protection Services. In addition, the Division of Mental Health provides homebased therapy services (counseling, skill teaching, and brokering and coordinating resources) through service contracts with 11 community mental health centers. Major features of those services include: intervention is primarily in the family's home; a family focus; involvement of the community and community systems; flexible hours; decreasing level of intensity as time progresses; and small staff caseloads. There is a description of the Adolescent Sexual Adjustment Program treatment approach and a referral/placement decision tree.
