Abstract
AFTER A BRIEF LOOK AT EARLY CORRECTIONAL INSTITUTIONS THE AUTHOR ASSESSES THE PRESENT CORRECTIONAL SITUATION IN VARIOUS STATES, POINTING OUT MANY OF THE INADEQUACIES AND HANDICAPS. THE ESSENTIAL ELEMENTS OF AN INSTITUTIONAL PROGRAM AND SOME OF THE FACTORS AFFECTING ITS EFFECTIVENESS ARE DISCUSSED. PRESCRIPTIONS FOR REMOVING THE HANDICAPS FROM WHICH ADULT INSTITUTIONS SUFFER ARE CONSIDERED IN THE FOLLOWING AREAS-CORRECTIONAL STRUCTURE, PERSONNEL, PROGRAMS, AND PUBLIC AND OFFICIAL ACCEPTANCE AND SUPPORT. THE FEDERAL GOVERNMENT'S ROLE IN CORRECTIONAL PROGRESS IS ANALYZED AND RECOMMENDATIONS ARE MADE FOR ITS FUTURE ROLE.
