THE HISTORY AND STATUS OF IOWA'S ADULT CORRECTIONAL SYSTEM ARE EXAMINED, AND RECOMMENDATIONS FOR IMPROVING THE SYSTEM ARE OFFERED IN THE REPORT OF A SPECIAL ADVISORY COMMISSION.
Abstract
THE REPORT OPENS WITH A SUMMARY OF THE HISTORY OF ADULT CORRECTIONS IN IOWA, FOLLOWED BY A REVIEW OF THE ADVISORY COMMISSION'S CHARGE AND ACTIVITIES. DEMOGRAPHIC INFORMATION ON IOWA -- POPULATION, EMPLOYMENT, CRIME -IS PRESENTED. THE PHILOSOPHY, ORGANIZATION, MANAGEMENT, PERSONNEL, COSTS, PROGRAMS, AND OTHER ASPECTS OF THE STATE'S ADULT CORRECTIONAL SYSTEM ARE DESCRIBED AND ASSESSED. A PROFILE OF IOWA'S OFFENDER POPULATION IS PRESENTED. CORRECTIONAL EFFECTIVENESS OF SENTENCING ALTERNATIVES IS ASSESSED IN TERMS OF NEW OFFENSES CHARGED DURING AND AFTER THE CORRECTIONAL PROCESS. ANTICIPATED CHANGES IN THE CORRECTIONAL SYSTEM (A PLANNED MEDIUM-SECURITY FACILITY, REORGANIZATION OF COMMUNITY CORRECTIONS, INTRODUCTION OF PREINSTITUTIONAL RESIDENTIAL FACILITIES) ARE DISCUSSED, AS ARE RELEVANT REVISIONS IN THE IOWA CRIMINAL CODE AND PROJECTIONS OF INMATE POPULATIONS THROUGH 1988. CONCLUSIONS AND RECOMMENDATIONS ARE PRESENTED WITH REGARD TO CORRECTIONAL PHILOSOPHY, OPERATIONAL GUIDELINES FOR A MODEL CORRECTIONS SYSTEM, CHANGES IN INSTITUTIONAL AND NONINSTITUTIONAL PROGRAMS, ORGANIZATION OF THE CORRECTIONAL SYSTEM, RESTITUTION, SENTENCING, CRIMINAL CODE MODIFICATION, AND OTHER ASPECTS OF CORRECTIONS. SUPPORTING DATA ARE INCLUDED.
