THIS PUBLICATION OF THE WISCONSIN LEAGUE OF WOMEN VOTERS OUTLINES THE SENTENCING PROCEDURE; DESCRIBES WISCONSIN CORRECTIONAL INSTITUTIONS, THEIR STAFF AND INMATE POPULATIONS; AND OUTLINES ALTERNATIVES TO INCARCERATION.
Abstract
THE CONFLICTING GOALS OF THE CRIMINAL JUSTICE SYSTEM ARE REVIEWED IN THE INITIAL SECTION. ASPECTS OF SENTENCING SUCH AS PRE-SENTENCE ACTIVITIES, SENTENCING ALTERNATIVES, AND SENTENCING DISPARITY ARE REVIEWED, AND RECOMMENDATIONS ON REDUCING DISPARITY AND IMPROVING SENTENCING OF ADULT OFFENDERS ARE OFFERED. THE PROGRAMS, FACILITIES, STAFF, INMATES, AND ADMINISTRATIVE PROCEDURES OF WISCONSIN CORRECTIONAL INSTITUTIONS ARE THEN OUTLINED. ALTERNATIVES TO INCARCERATION ARE EXAMINED, INCLUDING PROBATION, PAROLE, DECRIMINALIZATION OF CERTAIN BEHAVIORS, PRE-TRIAL INTERVENTION, MEDICAL TREATMENT, AND COMMUNITY-BASED CORRECTIONS. FINALLY, SOME OF THE PROBLEMS FACED BY EX-OFFENDERS AS THEY TRY TO ADJUST TO SOCIETY ARE REVIEWED. (AUTHOR ABSTRACT MODIFIED)
