This guide was developed to provide step-by-step assistance to law enforcement personnel to design, develop, and implement an aggressive driving enforcement program, as well as showcase a number of successful aggressive driving enforcement programs.
Abstract
One of the law enforcement issues for the 1990's was the traffic safety phenomenon known as aggressive driving. The motoring public, in fear of their-own safety, strongly believe that aggressive driving has become a major community problem. In addition, increased congestion on the Nation’s highways leads to frustration and to high risk and aggressive driving. This guide, produced by the National Highway Traffic Safety Administration, aids law enforcement agencies in developing new, ambitious enforcement strategies and methods to address the problem of aggressive driving. The guide offers pertinent information in the areas of defining aggressive driving, reviewing existing legislation, involving prosecutors, judges, and other law enforcement agencies, collecting data, forming community-wide partnerships, conducting media and outreach activities, introducing the aggressive driving program to the public, evaluating the program, introducing performance measures, and writing grants for funding. The guide concludes by presenting several successful aggressive driving enforcement programs from across the United States that include programs in Florida, Massachusetts, New Mexico, Pennsylvania, Texas, Colorado, Oklahoma, Ohio, Arizona, Washington, DC, Maryland, and Wisconsin. This guide or manual is intended to generate discussion and assist in the development of aggressive driving enforcement programs.
