This report identifies most of the policy issues confronting State legislators and other State and local decisionmakers in addressing the epidemic of Acquired Immunodeficiency Syndrome (AIDS).
Abstract
It emphasizes the leadership role that all States must play in managing the AIDS crisis within their boundaries. Basic facts concerning AIDS are presented. Further analysis covers the major advantages and disadvantages commonly associated with controversial policies related to screening and testing; reporting; contact tracing and notification; confidentiality issues; and dealing with discrimination in employment, insurance, health care, and other situations. Options for State policymakers, innovative or exemplary ways States are solving AIDS-related problems, and factors that influence the success of the State programs are outlined. Charts and maps.
