This analysis of the adequacy of AIDS education programs in California's prisons and jails concludes that many of the programs are ineffective in that they lack the elements indicated in research findings to be necessary to lead to behavior change.
Abstract
Information came from 42 State and local correctional facilities. Results indicated the need for the California legislature to determine whether it wants the HIV education programs in correctional facilities to be designed to achieve the goal of changing behavior. If so, several changes are needed in existing programs. HIV education classes must be provided for wards of the California Youth Authority as well as State and local correctional staff and inmates. In addition, all HIV education efforts should be coordinated within each facility. Furthermore, current policies on the demonstration and availability of condoms should be reviewed. Finally, the legislature can either mandate a certain level of HIV education and provide for State reimbursement of local costs or establish advisory guidelines that would not entail reimbursement.
