This report presents guidelines for AIDS-related issues that may arise in the Illinois circuit court systems.
Abstract
The first section presents general medical information about AIDS, its symptoms, transmission, and prevention. The second section proposes a contractual system between the court and local public health agencies providing HIV mandatory testing, counseling, and appropriate disclosure of test results in accordance with Illinois law. A proposal for the collection of data on the incidence of HIV infection in the criminal population ordered for testing is proposed in the third section. The fourth section contains policy guidelines for the circuit courts regarding AIDS-related issues such as personnel, AIDS in the courtroom, HIV test results in the court records, AIDS education for court personnel, and operating procedures and safety. In addition chronic communicable disease policy guidelines are suggested for the development of administrative and programmatic standards for probation departments regarding AIDS. The last section contains a listing of background and reference material on Illinois law and relevant regulations concerning AIDS. 40 references
