This description of the future thrust of prison and probation activities in Sweden focuses on prison and probation clients, the expectations and needs that should be met by the Prison and Probation Service, and the tasks of the Service.
Abstract
The Prison and Probation Service implements sentences of imprisonment and the supervision of probationers as well as the aftercare of those conditionally released from prison. The Service is also responsible for the operation of the remand prisons, in which persons suspected of crime are provisionally deprived of their liberty or held in custody due to some other legal decision. The legislatively mandated principles under which the Service operates are the least possible interference with the offender's life, the use of community social services to the greatest extent possible, the placement of prisoners in institutions close to their residences, and the integration of prison and probation services. Following a statement of the general aims common to all branches of the Service, the aims of the noninstitutional sector are presented. These aims include the provision of a clear and credible statement of sanctions to the client, the structuring of regular contact with the client, and the provision of insight and knowledge to the client that will help prevent recidivism. Aims stated for the remand prisons pertain to the restriction of liberty, contact between staff and remanded prisoners, activities and contact with the community, motivational work with drug abusers, periods outside the remand prison, and security. Stated aims for the prisons address inmate classification and placement, information provided inmates, treatment planning, occupational activities, leisure activities, shared responsibility, time outside the prisons, and contact with the community.
