This article describes a new Security Plan of Action to be created by the International Civil Aviation Organization (ICAO).
Abstract
The plan includes mandatory regular audits to allow a full assessment of the security in place in all member states of the organization. The assessment program is expected to cost in the area of US$17 million and to run for 2 years. Airports are increasingly using network-compatible systems. These can be very cost-effective on larger sites because they use an existing cable infrastructure. Because elements of the security system share a management network, it is easier to create a level of interoperability. Even the most devious and twisted scenarios can take place. Defense against them must be balanced between protective effectiveness and budgetary efficiency. The article suggests that security managers at airports embrace initiatives such as the Security Plan of Action and look toward emerging technology to ensure they achieve the highest level of security for "people, premises and property."
