This annual report of the Alabama Board of Pardons and Parole presents information and statistics on the board's operations for the fiscal year that covers October 1, 1990, to September 30, 1991.
Abstract
The report opens with a presentation of the board's code of ethics and a statement of the philosophy that governs its parole decisionmaking. Brief histories of the Alabama structure for pardons, parole, and probation are then presented. The duties of the board are outlined, and the board's personnel positions are listed. A presentation of data on board fund sources and expenditures for the fiscal year is followed by information on the selection and scheduling of cases for parole, interstate cases, and victim rights. Parole statistics address the number considered, denied, and paroled for October 1990 to September 30, 1991 and from September 15, 1939 to September 30, 1991. The number declared delinquent and revoked are indicated for October 1, 1990, to September 30, 1991. A figure shows the September 1991 totals for probation, prison, and parole. State inmates paroled and revoked are indicated by counties. Probation statistics address the number granted and revoked for the past fiscal year and for the past 52 years. Probations granted and revoked are shown by counties. Data are provided on pardons, interstate relations, drug screens, and electronic surveillance.
