THE JURISDICTIONS STUDIED WERE: THE 4TH JUDICIAL CIRCUIT (BIBB, DALLAS, HALE, PERRY AND WILCOX COUNTIES); THE 6TH JUDICIAL CIRCUIT (TUSCALOOSA COUNTY); THE 7TH JUDICIAL CIRCUIT (CALHOUN AND CLEBURNE COUNTIES); THE 13TH JUDICIAL CIRCUIT (MOBILE COUNTY); THE 14TH JUDICIAL CIRCUIT (WALKER COUNTY); THE 15TH JUDICIAL CIRCUIT (MONTGOMERY COUNTY); THE 16TH JUDICIAL CIRCUIT (ETOWAH COUNTY); AND THE 33RD JUDICIAL CIRCUIT (DALE AND GENEVA COUNTIES).
