This report describes the activities of the Alaska Judicial Council in judge selection, judge evaluation, and research during 1993 and 1994.
Abstract
The report also describes judicial selection procedures, judicial nominations and appointments since statehood, evaluation procedures for judge retention elections, and results of retention elections. The Council includes three non-attorneys appointed by the governor; three attorneys appointed by the Board of Governors of the Alaska Bar Association; and the Supreme Court Chief Justice, who serves ex officio as chair. The Council nominated applicants for four judicial vacancies in 1993 and 1994. Twenty-five judges stood for retention in 1994. The Council found each judge qualified and recommended all for retention. Voters retained them all. The Council also surveyed attorneys, law enforcement personnel, and probation officers about the judges standing in 1994 elections, those eligible to stand in 1996, the three Federal district court judges, and 12 pro tem judges. Responses came from almost half of each group. Major reports issued by the Council focuses on local dispute resolution, an integrated statewide criminal justice information system, and the appellate court case management system. Appended tables, narratives, list of Council publications, directory of local dispute resolution programs, and related information
