This publication is the 2001 and 2002 Alaska Judicial Council’s Twenty-First Report of the Legislature and Supreme Courts.
Abstract
This report covers three main areas of judicial activities: the screening and nomination of applicants for judicial vacancies, the evaluation of judge performance, and the completion of projects designed to improve the administration of justice. Part I of the report presents an introduction and covers such topics as Judicial Council duties, Council membership requirements, and the organization and administration of the Council. Part II presents information about judicial selection and evaluations for fiscal year 2001-2002. The nomination process and selection procedures for judicial court vacancies during 2001 and 2002 are presented, as is the process for the evaluation of judges, including retention election evaluations and evaluations of pro tem judges and other judicial officers. Reports and recommendations of the Judicial Council for the 2001-2002 year are presented in Part III of the report. In Part IV, the current Judicial Council activities are described, including the 1999 Criminal Justice Process Study and the therapeutic justice process evaluations, in which three therapeutic programs were evaluated. Information is also offered about the Criminal Justice Council and the Council Web site and Internet Bar Survey. Public outreach work by the Alaska Judiciary is presented, as is the revised Guide to the Criminal Justice System. Finally, Committee participation is reviewed for the Supreme Court Fairness and Access Implementation Committee, the Criminal Justice Council, the Judicial Education Committees, the Criminal Justice Information Advisory Board, and the Supreme Court Public Outreach Commission. Detailed appendices provide information about statutory and constitutional laws affecting the Judicial Council, judicial applicants, nominees and appointees, all sitting judges and their retention election dates, and summaries of Council procedures for selection and retention evaluations. Also included in the appendices is a summary of the Council’s major reports during 2001 and 2002.
