REPORT OF TECHNICAL ASSISTANCE RENDERED IN SEPTEMBER, 1975, TO THE SUPERIOR AND DISTRICT COURTS IN ANCHORAGE IN ORDER TO IDENTIFY CAUSES AND PROPOSE SOLUTIONS TO THEIR CASE FLOW PROBLEMS.
Abstract
THE ASSISTANCE WAS THOUGHT TO BE PARTICULARLY NECESSARY TO AID THE COURT SYSTEM'S COOPERATION WITH THE ATTORNEY GENERAL WHO BARRED PLEA BARGAINING BY THE STATE'S PROSECUTORS. THE CONSULTANT CONCLUDED THAT LOW PRODUCTIVITY OF THE COURTS IS DUE TO THEIR LACK OF ORGANIZATION, THE EXCESSIVE TIME DEVOTED TO NON-DISPOSITIVE MATTERS, AND UNPRODUCTIVE TIME SPENT WAITING FOR CASES. IT WAS RECOMMENDED THAT CASE FLOW OPERATIONS BE ORGANIZED WITH A CENTRALLY CONTROLLED CALENDAR SYSTEM. OTHER SUGGESTIONS ALSO WERE MADE CONCERNING PERSONNEL PRACTICES AND REORGANIZING THE MOTION PRACTICE OF THE COURTS. (AUTHOR ABSTRACT)...KAP
