Abstract
THE STUDY PROVIDES A BRIEF OVERVIEW OF THE CRIME PROBLEM, THE CRIMINAL JUSTICE SYSTEM, AND CRIMINAL JUSTICE PLANNING IN THE LOCALITY. IT THEN ANALYZES IN DEPTH THE POLICE, COURT, AND CORRECTIONS FUNCTIONS. IT REVIEWS AGENCY HISTORIES, CURRENT AGENCY STATUS, FEDERAL FUNDING AND SPECIAL PROGRAMS, AND A DISCUSSION OF NEEDS AND PRIORITIES. THE COORDINATING COUNCIL SET TWO 'CRIME SPECIFIC' PRIORITIES FOR 1974 - CRIMES AGAINST PROPERTY AND JUVENILE JUSTICE REFORM. BOTH PROBLEMS ARE ANALYZED IN DETAIL.
