Alien smuggling syndicates have become increasingly involved in various criminal activities, such as infiltrating legitimate business for illegal purposes, kidnaping, murder, prostitution, drug and firearms trafficking, and public corruption.
Abstract
Smugglers recruit aliens with promises of opportunity and wealth but then expose them to servitude, fear, and extortion. Large-scale alien smuggling from the People's Republic of China, in particular, has grown in recent years. Most illegal Chinese aliens come from Fujian Province. Factors contributing to Chinese alien smuggling include the perception of greater economic opportunity in the United States, political repression in China, asylum and immigration policies favorable to Chinese aliens, and the growing sophistication of smuggling organizations. The emergence of violent gangs, such as the Fuk Ching, underscores the symbiotic relationship between alien smuggling and organized crime. Methods used to smuggle illegal aliens are described, as well as deterrent efforts by the U.S. Coast Guard, the Immigration and Naturalization Service, and the United Nations.
